    A Plumbing Certificate of Compliance certifies that the installation meets SANS 10254 and SANS 10252, and the City of Johannesburg requires one before property transfer. It must be issued by a PIRB-registered plumber in their own name. The failures are almost always the same handful of items — overflow discharge position, missing vacuum breakers, no drip tray, poor tray drainage, missing earth bonding — every one of them small on its own, and expensive when discovered during a transfer.
